Keon Lawrence steps over inbound line; ref gives ball back. Wait, isn’t that a violation?

Keon Lawrence of Seton Hall clearly steps over the line when he attempts to inbound the ball. According to NCAA rules, this is a violation and Louisville should have gotten the ball back under the basket with .7 sec left down 2.
